Экономическая эффективность ценозависимого управления затратами на электропотребление на промышленных предприятиях

Abstract

Статья посвящена вопросу использования в российской практике мирового тренда в области энергетической эффективности - управлению спросом на электропотребление. Доказывается возможность применения механизма ценозависимого управления спросом на электропотребление на промышленных предприятиях в современных условиях функционирования оптового и розничного рынка электроэнергии. Раскрывается специфика формирования стоимости электроэнергии по всем трем ее компонентам (электрическая энергия, электрическая мощность, услуги по передаче электроэнергии). Для каждого компонента стоимости раскрывается суть ценозависимого управления затратами на электропотребление. В статье приводится анализ факторов и ограничений, влияющих на уровень потенциального экономического эффекта от внедрения инструментов ценозависимого управления затратами на электропотребление на промышленных предприятиях. Описаны результаты апробации инструментов ценозависимого управления затратами на электропотребление на семи промышленных предприятиях России, принадлежащих к разным отраслям и географическим регионам страны. Экономическим эффектом для промышленного предприятия является сокращение затрат на оплату электроэнергии, снижение себестоимости производимой продукции и при прочих равных условиях рост финансового результата предприятия. Кроме того, приведен расчет экономического эффекта от внедрения ценозависимого управления на уровне энергосистемы страны, который заключается в снижении волатильности спроса на электропотребление и высвобождении денежных средств на содержание и развитие энергосистемы страны.

The article is devoted to the issue of using a global trend in the field of energy efficiency - the demand side management of electricity consumption, in the Russian practice. The paper proves the possibility of applying the mechanism of price demand management of electricity consumption at industrial enterprises in modern conditions of functioning of the wholesale and retail electricity market. The author reveals the specific of formation of cost of power consumption for all three of its components (electric energy, electric capacity, transmission services of electricity). For each component of the cost, the author reveals the essence of price demand management of energy consumption. The article provides the analysis of the factors and limitations, affecting the level of potential economic effect of price demand management of energy consumption at industrial enterprises. The paper describes the results of testing the price demand management of energy consumption at seven industrial enterprises in Russia, belonging to different industry sectors and geographic regions. The economic effect for industrial enterprise is to reduce costs of energy, decrease production costs, and increase the financial result of the enterprise. In addition, the article provides the calculation of economic effect of price demand management of costs at the level of the country's power grid, which is to reduce volatility of demand for electricity consumption and in release of funds for maintenance and development of the country's power grid. The practical significance of the developments is the ability to use the price demand management of costs of energy consumption in everyday activities of industrial enterprises to reduce the cost of electricity, to increase the energy efficiency and economic sustainability of domestic industry.
