Роль национальной инновационной системы в развитии экономики России

Abstract

Актуальность работы заключается в том, что для ускоренного развития экономики России необходимо перевести ее на инновационный путь развития. Для этого необходимо развивать Национальную инновационную систему (НИС) России. Цель работы: изучить опыт формирования НИС в разных странах, оценить возможность его применения в России и дать рекомендации по развитию НИС России. В качестве метода исследования использовался обзор моделей НИС ведущих стран мира и анализ статистических данных, позволяющих судить о влиянии инновационной деятельности на темпы экономического роста. Исследование особенностей НИС стран с самой большой экономикой мира (США, Китай) и небольшой экономикой, но с высоким показателем уровня жизни (Швеция) показало, что НИС разных стран отличаются степенью участия государства и системой его поддержки инновационной деятельности. Ни одна модель не может быть полностью скопирована в России, поэтому созданная российская НИС не работает и бурной инновационной деятельности не наблюдается. The relevance of discussed issue lies in the fact that Russian economy should be transformed to innovative way for its the accelerated development. In order to achieve this aim it is necessary to develop the National innovation system of Russia. The main aim of the study is to examine the experience of forming the National innovation system in different countries, to assess the possibility of its application in Russia and to make recommendations on the Russian National innovation system development. The methods used in the study: review of the National innovation system models of leading countries and analysis of statistical data to judge the impact of innovative activity on economic growth. The results. Examination of features of the National innovation system in countries with the largest economies in the world (USA, China), and small economies, but with a high standard of living (Sweden) showed that the National innovation system in various countries differ in the degree of participation of the state and its system of innovative activity support. No one model cannot be fully replicated in Russia, that is why the developed Russian National innovation system does not work and heavy innovative activity is not observed.
