Университет в инновационных системах макро- и мезоуровней

Abstract

Актуальность представленного исследования определяется важностью идентификации роли и места университета как института, подвергающегося постоянной трансформации, в социально-экономических системах в целом и инновационных системах в частности. Цель работы: проанализировать роль и место университета в инновационных системах разных уровней. Методы исследования: в ходе исследования применялись системный подход и принципы много- уровневого исследования и моделирования; исторический и сравнительный анализ; экспертные оценки и статистические методы анализа. Результаты: на основе российской и зарубежной литературы проведен анализ инновационных систем разного уровня и выявлена специфика реализации ключевых функций университета как института в национальных, технологических/секторальных и региональных инновационных системах. В исторической ретроспективе показана нелинейность развития университетов в разных страновых моделях. Представлена модель университета как организации, в основе которой лежит принцип институциональной комплементарности. The rationale of the present study is determined by the importance of the ongoing constant university transformationand identification of the role and place of the university as an institution in the socio-economicsystems in general and innovation systems in particular. The goal of the paper is to examine the role andplace of the university in the innovation systems of macro- and mesolevels. Research methods. The studyapplies the methods of theoretical generalization, analysis and synthesis; system analysis approach and theprinciples of multi-level research and modeling; historical and comparative analysis; expert assessment approachand statistical analysis methods. Results. The present article addresses the analysis of innovationsystems of different levels on the basis of Russian and international research papers. It reveals the specifics ofthe university activities as an institution within the framework of national and technological/sectoral andregional innovation systems. The historical retrospective shows non-linear development of universities indifferent country models. The paper draws the model of the university as the organization on the basis of institutionalcomplementarity principle.
