Направления развития системы закупок в ядерной энергетике как инструмент повышения конкурентоспособности ГК Росатом

Abstract

Актуальность исследования продиктована стремлением ГК Росатом укрепить свои позиции намеждународной арене, что, в свою очередь, неразрывно связано с необходимостью оптимизациидеятельности компании, в том числе, в сфере закупок. Цель исследования: выявить проблемныеаспекты адаптации внутренней структуры закупок компании к действующему законодательствуРФ в сфере закупочной деятельности и требованиям рынка и предложить пути их разрешения.Методы: описаны факторы, определяющие конкурентоспособность атомной энергетики, проведенанализ действующего национального законодательства в сфере закупок, направлений его развития,а также рассмотрен зарубежный опыт в этой области, выполнен анализ статистическихданных результатов закупочной деятельности компании, дана качественная оценка закупочнойдеятельности ГК Росатом, в том числе, на предмет ее соответствия законодательству и поставленнымцелям. Результаты. Показано, что изменение национального законодательства всоответствии с требованиями, которые диктует рынок атомной энергии, не приведет к ожидаемомурезультату в сфере оптимизации закупочной деятельности предприятий ядерной энергетики.Это связано с тем, что атомная отрасль имеет рад особенностей, не учитываемых в действующемзаконодательстве в сфере закупок, в первую очередь, это относится к необходимости качественнойоценки поставщиков. Проведен анализ разработанной в ГК Росатом и планируемой квнедрению качественной шкалы оценки поставщиков, выявлен ряд ограничений, предложенынаправления оптимизации закупок ГК Росатом, которые отвечают поставленным целям компаниипо повышению конкурентоспособности на внешнем рынке.

The relevance of the research is confirmed by the intention of the State Atomic Energy Corporation Rosatomto optimize its activities including procurement in order to strengthen its position in the world market. Theaim of the research is to reveal the problems, which occur due to the adaption of internal procurement structureof the company to the current procurement legislation as well as market demands and offer the effectivesolutions to overcome them. Methods. The paper introduces the description of the factors, which determinethe competitiveness of the nuclear energy, the analysis of current national procurement legislation and directionsof its development and foreign experience in this field as well as the analysis of the statistical data onthe results of procurement activity of Rosatom corporation, the quality assessment of conformity of the procurementactivity of the corporation Rosatom to the procurement laws and regulations and its goals. Results.The research shows that all changes in the national procurement legislation in order to fulfill the requirementsof nuclear energy market do not have the expected effect on procurement activity of companies innuclear power industry. It can be explained by the fact that nuclear industry has some features the currentprocurement legislation does not account for, first of all, it concerns the necessity to make a qualitative assessmentof the suppliers. The author carried out the analysis of suppliers qualitative grading scale developedand planned to incorporate in the corporation Rosatom and offers the directions of procurement optimizationof Rosatom corporation which meets its goals to increase the competitiveness in the world market.
