| Abstract: | Targeted programs are one of the most important processes in the structure of public finance at all levels of government. Evaluation of the effectiveness of targeted programs is necessary for their most productive implementation, now the assessment is rather weak. This article explains why it is impossible to apply a single assessment for all targeted programs and makes suggestions on how to make the assessment more effective. |
