Abstract

he article examines the difficulties faced by both clerks and programmers after the introduction of electronic document management system. Information technologies have been actively used in the conduct of the proceedings. Furthermore, in this article the author gives evidence contradictions that exist between the information technology service and service office. In the controversy, the article gives solutions to this problem.
