Abstract:	Innovative development is a strategic priority of economic development of the region. Small businesses are an integral part of economic activity and an active attribute of the competitive market. In this article the existing approaches to the definition of "small innovative enterprise” are discussed. Problems of criteria definition of small innovative active companies are analyzed.
