| Abstract: | In article mentioned that effective using of result-oriented method of local budget planning involves some problems. In particular, with formality of estimation's criterions of effectiveness by municipal programs' implementation. As part of study analysis of these criterions, applied in municipal corporations “Irkutsk-city” and “Tomsk-city”, was realized. Creation of institute of social control and monitoring was offered as problem solution. |
