Abstract: The article describes the methodological aspects of data generation for research of innovative and technological development of Russian enterprises, as well as the features and characteristics of the generated database for analysis and modeling. It was found that the assessment of innovative technological development of enterprises should be carried out on the basis of the technical efficiency indicator by the DEA method. It is shown that the generated database is a panel data for a 5-year period and contains a large number of enterprises and indicators (more than 61,000 observations for each indicator). This will allow conducting econometric modeling, establishing relationships and patterns with a high degree of reliability. The database will provide an opportunity to model the influence of factors on technical efficiency, and justify methods of stimulating the development of technological leaders and intensifying the catch-up development of lagging enterprises in Russia. An example of a comparative analysis of the effectiveness of food production enterprises and enterprises in the field of information technology is considered in the article using the DEA method and the Cobb-Douglas production function based on data from the SPARK system: salary, fixed assets and revenue.
